It depends on what you do. I would go easily for the Dell XPS15 bust if you plan to play many games on it, I'll recommend a Razer Blade 15 for portability or a GTX1070 Asus ROG for full performance

Then I recommend you a portable business laptop like the XPS15. If you're using Android virtualization, consider a 16GB RAM: I did it too and with Android Studio, AVM and a browser opened, the 8GB fills very soon

My other option was the Lenovo X1 Carbon but since I couldn't get it when I needed it, I went with HP Spectre x360. With that budget go for a 16gb RAM at once.
Jason C. McDonaldAug 3, 2018System76 laptops are top rate, customizable, and most of them quite within your budget. The specs are on par, and usually exceed, anything Apple produces. (Personally, I'm drooling over the Oryx Pro.)
They also ship with Ubuntu Linux by default, instead of Windows, which is quite a bonus. (Being custom-built for Linux, you can obviously swap distros.)

Patrik KristianAug 4, 2018I fell in love with Lenovo ThinkPad series. I have one 5 years old, works as new (except battery). Built like a tank, just works. I was looking to X250 years ago, now is something newer as awesome :)

Sandip DasAug 4, 2018One of my friend have lambdal.com/products/tensorbook and I am so jealous of him after using that once even though I already have latest mac book pro, lenozo think pad high end laptop and also HP ultra book, so I think may be you should go for tensorbook if your aim is to have a laptop for programming which is future ready.

I use lenovo and toshiba for more than 10 years, however the last 6 months were enough for me to realize that a macbookpro has better performance than those mentioned above.
My latest laptop was a thinkpad carbon, and my current machine is a macbookpro 2017, and I can say that the difference is huge in terms of performance management.
By the way I use ubuntu and fedora during those 10 years and now I find it very easy and intuitive to manage macOS.
