If anyone is ever dealing with Terraform Enterprise installation, don't add a symbol to the Encryption Password. And make it 16 chars.

It may work for your primary. But when you restore to a DR VM it won't work.

HashiCorp has a symbol in the documentation at https://www.terraform.io/docs/enterprise/install/encryption-password.html, so I guess if this is common, it's a bug.
